How to Submit Documents

This is a brief overview of the different methods by which QECO accepts documents. Teachers must ensure they have already registered and applied through apps.qeco.ca before submitting any documents to QECO.

QECO does not review any documentation unless the teacher applies online and indicates to QECO that they would like the documentation reviewed.

Teachers and institutions sending documents to QECO must reference the teacher’s OCT number so the documents may be matched to the correct file.

Unless asked to do so by an evaluator, teachers do not need to resubmit any documents they have already provided to QECO before.

It is the teacher’s responsibility to provide QECO with any and all documents required for an evaluation. QECO does not automatically receive documents from the OCT, nor WES, nor any educational institution. (universities, colleges, etc). Failure to provide all necessary documentation may result in a lower category placement or a closed file.

Finally, note that documents cannot be submitted through the online application form. Teachers must first complete and submit an application online, then make arrangements to provide their documents to QECO through one of the methods described below.

Through the OUAC

When a teacher has a current application and logs into their account at apps.qeco.ca, a button will appear in their account which prompts users to order their transcripts through the OUAC.

Any transcripts ordered in this fashion are sent to QECO electronically.

While this button appears for all applicants, this feature is only available to teachers who completed coursework at an Ontario public university, and can only be used to order transcripts from these universities. Also, depending on the university, some coursework (e.g. those completed through continuing education programs) might not show on transcripts ordered through the OUAC.

Please also note that this button appears for all applicants, even for those who have already provided QECO with their transcripts.

By Email

Transcripts may be emailed to QECO directly by the issuing institution. QECO does not accept transcripts from teachers by email in any other way.

The institution may email transcripts directly to transcripts@qeco.ca.

Teachers may email all other documents to info@qeco.ca. This includes but is not limited to letters, certificates, teaching licenses, and any other supporting documents requested by a QECO evaluator, except for transcripts.

Third Party Providers

QECO accepts documents through the following organizations and providers:

  • The Ontario College of Teachers (OCT)1
  • World Education Services (WES)2
  • Parchment, Digitary, and all other institutions who use their platforms (such as MyCreds, My eQuals, and China Credentials Verification/CSSD)
  • National Student Clearinghouse
  • ENIC-NARIC Ukraine2
  • Test of English as a Foreign Language (TOEFL) results
  • Internaitonal English Language Testing System (IELTS) results

In cases where QECO is not selectable as a registered recipient, a download link may be sent directly through the service to transcripts@qeco.ca. If a PIN is required to access the document, the teacher must provide that PIN to QECO.3

(1) QECO does not automatically receive any documentation from the OCT. A teacher must apply for a Release of Personal Information from the OCT.

(2) QECO does not recognize evaluations from WES or other credential evaluation agencies. QECO, in its role as the only credential evaluator for teacher salary purposes in Ontario, provides an entirely different evaluation based solely on Program 5 and its regulations, charts, and definitions. However, QECO accepts copies of a teacher’s transcripts from these agencies.

(3) PINs must be provided by email or phone, or by leaving a note under the Notes tab of an evaluation. With most services, PINs are required to access the document and any messages or references that are added when ordering the document. So, PINs must be given to QECO separately.

By Mail

Documents may be sent by mail to the following address:

Transcripts sent by mail must be the original/official documents.

In Person

Teachers may bring their original/official documentation to the QECO office by appointment only during regular business hours, Monday through Friday. Teachers must contact QECO in advance to make an appointment.

Translation Policy

Any documents in a language other than French or English must be accompanied by a translation.

Original translations will only be accepted from:

  • The consulate, high commission or embassy to Canada of the country which issued the documents;
  • A Canadian embassy, consulate, high commission in the country from which you emigrated;
  • A translator accredited by a professional association of translators in Canada. To obtain the name of an accredited translator, contact the Association of Translators and Interpreters of Ontario (ATIO) at 1-800-234-5030 or 613-241-2846;
  • A translator who has received accreditation through a federal, provincial or municipal government in Canada.

All acceptable translations must be accompanied by a statement indicating all of the following:

  • That the translation is accurate and authentic.
  • That the translator belongs to one of the categories listed above (identification number and/or seal, name, address and telephone number required).
  • Printed name and signature of the translator.

Each document issued by a consulate to Canada should bear the official seal of the institution and the signature of the authorized agent.

​Document Return Policy

Documents — Canada or the United States

Original documents from academic institutions in Canada or the United States will not be returned to the teacher.

Documents — International Institutions

Original documents from academic institutions outside of Canada and the United States may be returned to the teacher.

Documents may be returned to the teacher in one of the following ways:

  1. By Mail – If the teacher requests to have their original international documents returned by mail, they will be returned through Xpresspost and a tracking number will be provided. Teachers may contact the QECO office for more details.
  2. In Person By Appointment – Teachers who wish to retrieve their documents in person must make an appointment during regular business hours, Monday through Friday. Teachers must contact QECO in advance by email or phone to make an appointment.

If a teacher has made an in-person appointment to drop off their documents, QECO will try to return their documents during the same visit. Please note, there may be some situations where teachers will be required to leave their documents with QECO. In these cases, the documents will be returned by mail or the teacher may schedule another in-person appointment to retrieve them.
